The Opportunity
Oklahoma has an opportunity to strengthen its Elementary and Secondary Education Act (ESEA) Consolidated Application by reducing duplication, improving usability, and aligning the application with monitoring and fiscal processes. Currently, districts often provide similar information across multiple systems, increasing administrative burden and complicating compliance. Streamlining these processes will improve clarity for districts, and efficiency for state and district staff, while maintaining strong alignment with federal requirements.
The Support
The Southwest Comprehensive Center is partnering with the Oklahoma State Department of Education (OSDE) to strengthen the design and coherence of the ESEA Consolidated Application as part of a broader systems improvement effort. This work focuses on identifying redundancies, shifting from narrative to structured formats, aligning application items with monitoring indicators, and improving fiscal workflows. The Southwest Comprehensive Center will also support capacity building through templates, process maps, and training materials, laying the groundwork for future pilot testing and continuous improvement.
Desired Outcomes
As a result of this work, OSDE will have a more streamlined and coherent ESEA Consolidated Application aligned with monitoring and reimbursement processes. In the near term, districts will experience clearer expectations, fewer duplicative requests, and more efficient workflows. In the long term, OSDE will benefit from high-quality data, strong compliance alignment, and a repeatable framework for improving application design statewide.
