Oklahoma is developing clear guidance to help districts navigate new graduation requirements.
The Opportunity
Changes to Oklahoma’s high school graduation requirements across multiple legislative sessions significantly reshaped expectations for coursework and pathways. Beginning with students entering grade 8 in the 2025–26 school year, Oklahoma is shifting to a single diploma that includes six “pathway units” aligned to each student’s Individual Career and Academic Plan (ICAP). These units are intentionally flexible so districts can design pathways that reflect local opportunities while ensuring every student builds skills connected to their future goals. According to House Bills 3278 (passed in 2025) and 3021 (passed in 2026), pathway units must be “approved at the discretion of the school district board of education” and must “align with each student’s ICAP.”
The Support
The Southwest Comprehensive Center is partnering with the Oklahoma State Department of Education (OSDE) to develop clear, district-facing guidance that translates new graduation requirements into actionable implementation support. This work emphasizes clarity, consistency, and trust by incorporating district input, aligning internal messaging, and preparing OSDE staff to support statewide rollout. The approach balances legislative intent with practical guidance that districts can apply to high school program design.
Desired Outcomes
As a result of this work, OSDE will release coherent, well-calibrated guidance that districts can use to implement new graduation requirements with clarity and rigor. Over time, the guidance will serve as a foundational tool for OSDE’s ongoing support of strong, aligned high school pathways statewide.
