Project: Louisiana Title I Resource Allocation Review for School Improvement

Louisiana is building a coherent statewide approach to resource allocation reviews to better align district resources with student needs and school improvement goals.

The Opportunity

The Every Student Succeeds Act requires Louisiana to conduct resource allocation reviews (RARs) for local educational agencies (LEAs) serving schools identified for comprehensive or targeted support. This compliance requirement creates a useful opportunity to strengthen how districts align resources with student needs. Louisiana seeks a clear, consistent RAR approach that aligns with its broader school improvement strategy and uses existing data systems. Such clarity will help LEAs connect needs, strategies, and resource decisions to support sustained improvement. Building shared understanding, usable tools, and internal capacity is critical to ensuring the RAR functions as a meaningful long-term improvement lever rather than a standalone compliance exercise.

The Support

In partnership with the Louisiana Department of Education (LDOE), the Southwest Comprehensive Center supports the design and implementation of a structured RAR process grounded in Louisiana’s particular context and improvement framework. This work draws on national RAR practices to develop clear frameworks, protocols, tools, and guidance; align RAR activities with existing school improvement and accountability processes; establish procedures for identifying qualifying LEAs and facilitating structured resource conversations; and deliver training and feedback loops to support implementation and refinement over time.

Desired Outcomes

As a result of this work, LDOE will have a coherent, sustainable RAR process that supports LEAs in identifying and addressing resource-related challenges connected to school improvement. In the near term, LDOE will have practical tools, training materials, and increased clarity around effective RAR implementation. Over time, the process will serve as meaningful, repeatable support that helps districts align resources to student needs, strengthen improvement planning, and contribute to improved outcomes statewide.
