The Opportunity
New Mexico is working to strengthen statewide instructional coherence by aligning agency supports around high-quality instructional materials (HQIM). The New Mexico Public Education Department (NMPED) has taken important initial steps through its collaboration with Instruction Partners. Now, scaling this work across divisions requires shared observation practices, aligned data systems, and leadership routines that translate classroom evidence into coordinated action. Such structures will help ensure that instructional priorities are coherent and that impact is optimized.
The Support
The Southwest Comprehensive Center is partnering with NMPED to expand and align instructional walkthrough practices, data infrastructure, and leadership learnings across the HQIM delivery chain. Building on existing tools and partnerships, this work is strengthening state leaders’ ability to observe instruction consistently, use evidence to guide decisions, and lead change coherently across teams.
Desired Outcomes
As a result of this project, NMPED will establish consistent walkthrough practices and shared use of instructional data to support HQIM implementation statewide. In the near term, state leaders will be more aligned in how they observe instruction, analyze patterns, and engage in data-informed decision-making. Over time, NMPED will strengthen instructional coherence, improve coordination across divisions, and better align state supports to classroom practice.
