Article: Strengthening Systems: A Collaborative Redesign of Oklahoma’s ESEA Consolidated Budget Application

Partnering with the Southwest Comprehensive Center (Southwest CC), the Oklahoma State Department of Education (OSDE) aims to ensure compliance, simplify the Elementary and Secondary Education Act (ESEA) Consolidated Application process, and reduce administrative workload—allowing schools to focus more on student achievement. 

Across the country, states have revised their ESEA Consolidated Applications, reduced administrative burdens, and improved school outcomes. In response, OSDE is reviewing its application to achieve similar benefits for Oklahoma schools.

Technical Assistance Grounded in Oklahoma’s Context

Southwest CC and OSDE approached this work collaboratively, beginning by analyzing the current process, pinpointing sources of burden or duplication, and clarifying Oklahoma’s priorities for improvement. 

Through this partnership, Southwest CC provided technical assistance:

  • Reviewing Oklahoma’s existing ESEA Consolidated Application and related processes
  • Identifying areas where requirements, workflows, or documentation could be clarified or streamlined
  • Examining practices and approaches used by other states
  • Helping OSDE think through the relationship between program requirements, fiscal requirements, planning, budgeting, and monitoring
  • Facilitating discussions about future-state design priorities
  • Developing recommendations to support OSDE’s continued redesign efforts 

This approach ensured that improvements were rooted in Oklahoma’s systems and priorities, while also leveraging proven strategies from other states to enhance federal program implementation.

Looking Beyond the Application Itself

A key finding from this collaboration was that improving the Consolidated Application goes beyond revising forms.

Together, Southwest CC and OSDE explored how the overall process could better support local educational agencies (LEAs) as they move from needs assessment to strategy selection, resource alignment, budgeting, implementation, and monitoring.

This systems-level perspective revealed opportunities to reduce duplication, improve data quality, clarify expectations, and strengthen alignment across all aspects of the federal program process.

Importantly, the work recognized that streamlining does not require altering federal requirements; instead, it focuses on organizing, communicating, and administering them more effectively for Oklahoma schools.

Supporting the Next Phase

Throughout the project, Southwest CC acted as both a technical resource and a thought partner to OSDE. The recommendations developed jointly now serve as a foundation for ongoing process improvements, implementation, and LEA support as OSDE continues its redesign.

Next steps include piloting revised processes with users, refining approaches to reflect feedback, providing on-demand support such as webinars, and tracking the impact of improvements.

This partnership demonstrates how targeted technical assistance can help a state educational agency move from identifying challenges to realizing a shared vision for systems improvement.

By combining OSDE’s in-depth understanding of Oklahoma’s context with Southwest CC’s federal program and systems expertise, the collaboration has created a pathway toward a Consolidated Application process that is clearer, more coherent, and more responsive to the needs of Oklahoma schools.
